Contract to construct Lay Dam was signed "Cost pluse fixed fee" is the contract that put MacArthur in charge of day-to-day management of the project but gave Alabama Power Company "unlimited powers in the direction of the work". and the right to exercise close supervision over all its detail". The contract called for the project to be completed by December 31, 1913.
